Maybe they purposefully animated her looking older/more like her mom, for the sake of the flashbacks/her "not a scared little girl" line?
But she looks like that in Sozin's Comet too, especially in scenes she has alone with Zuko (I'm thinking just before he goes to see Iroh and he has his little "I'm not worthy" moment). Normally I might buy that they tweaked her design for the rest of the season, but in EIP it's back to bug-eyed Katara.
Ohoho, I have a whole separate batch of LULZY icons in the works and one of the captions I used on another shot in that scene was SEX NAO (no PLZ, Katara is very demanding ;) ). I'm totally putting that caption on that shot now. XD
